I'm sorry, but how are they different/separate?
We can never truly eradicate the coronavirus, but we can suppress its threat like influenzaBob is a movie star who smokes in public. When parents or other Moral Guardians tell him to stop before innocent children start thinking Smoking Is Cool, he says that it's up to the parents to tell their kids they shouldn't follow his example, not him to set a good example.
Of course, it depends on the case.
If Bob is specifically a celebrity that's supposed to focus on young fans (like, say, an actor in a kids' movie), then he has to be a role model, or at least not behave in a bad way; he'll be wrong to say that kids shouldn't follow him.
If he's just a normal celebrity who inexplicably has young fans, however, (I think) it's okay for him to say that.
