It's a fan video, so it's probably just another theory among the many already going around. We probably won't know the full story for another four months.
With that being said, we already know that the problem wasn't Game Freak having to make new models for existing Pokémon, because those already exist. However, it may have been necessary to make new animations for each model.

Fan videos are not reliable sources of information. If they cite reliable sources, those can be used in examples.

This video
regarding the controversy for Pokémon Sword and Shield came out. It argues the claim that the removal of Pokémon was due do making new models was mistranslated and reported incorrectly.
Is this a valid source/claim? If so there's gonna be a few things that need reworking.
