For several years, you couldn't put a Red Link in indexes because the index at the bottom would send you to that blank page, but the index doesn't appear on blank pages. This causes issues, so you couldn't Red Link works on appropriate indexes until after the page was made. Changes to the website have now taught the indexes to skip over redlinks, so it no longer causes that problem.

In other words, yes. But be careful to ensure it is a link of some kind, to avoid accidental indexing of unrelated pages.

The exceptions are works in Permanent Red Link Club and/or against our content policy, as it might encourage someone to make an article for it.
