I think it's myopic and frankly immature to do so, but it's also inarguably the case that certain people are doing it and treating the King's Landing smallfolk as a singular mass.
Granted, on my end it's one very loud voice (the one in that discussion, in fact) but I've seen it a bit elsewhere too.

The entry as-written definitely goes waaaaaaaay overboard... it's not saying "people feel this way," it's more saying "people feel this way... and they're right!" It's not documenting an opinion, it's supporting an argument.

Would Unintentionally Unsympathetic apply to an entire populace? The trope is being used to defend a character's choice to mass slaughter its civilian population, owing to the crappy acts some of its citizens have pulled. The example itself is on the YMMV page as the last bullet point under Unintentionally Unsympathetic. There is currently a discussion going on here and it seems to be at a stand-still.
