It's not mentioned on Wikipedia nor the 4kids article on the One Piece wiki. Google popped up one result for this claim that was a forum post sourced from us and another vague mention of it on a really badly constructed "bad TV shows" wiki that has an article on the dub with no source cited.
So unless someone turns up an official statement proving this the claim is dubious at best.

The One Piece wiki said that it did involve a package deal that One Piece was a part of. I'm sure there is a source, or else they wouldn't have add it here, especially considering the general opinion of 4Kids. I also have to admit, reading the tropes of the 4Kids page really did make me change my mind about them.
Also, can I recreate the 4Kids YMMV page. I know it was cut, but I think I can possibly improve it.
Considering 4Kids' rep, I wouldn't recommend it. It was originally cut because people used it to criticize and flame the company, and it was plagued with natter as a result.
Can't these pages be locked or monitored so they can't be used like that?
They can, but Creator pages don't get YMMV subpages anyway. The only purpose is to trope Audience Reactions to works by that creator that don't have pages.

It said on the 4Kids page that due to a package deal with Toei, they couldn't pass on localizing One Piece and from that point they were being forced into localizing One Piece until they could legally drop the licensing. Is there a source for that claim?
