Yeah that's what I looked up first, but its almost the opposite of the situation I'm thinking of- Obfuscating Insanity has character pretending or playing up the crazy for their own reasons. Whereas the situation I have is a character acting normal but being thought of as crazy in-universe for whatever reason.

Huh? Nope. The character IS sane, but just thought of in universe as crazy. Sarah Connor at the start of Terminator 2 is another example.

Maybe You Have to Believe Me! (where a sane character warns of danger so incoherently he/she sounds crazy)

Yep that comes the closest, though I'm not sure its quite what the examples I have in mind are...
