I am confused. Why would Bob frame Alice in the first place if he actually cared for her? And what's the point of trying to blame a third party who won't hold up as a suspect?
Because like the OP said, while they're an asshole, they're not a complete asshole. And sometimes the person doing the framing only does it to buy themselves some time, maybe while they get out of town, shore up a fake alibi, or frame someone else who they don't care about more thoroughly.

Bob commits a crime and arranges for it to look like Alice is guilty. But he's not a complete asshole, so he arranges for Alice's innocence to be made obvious (while remaining beneath suspicion himself), or for her alibi to be proved true, or chooses a fall guy who's obviously unable to commit the crime, etc.
