Also see Offscreen Villain Dark Matter for villains bouncing back, just as strong as before, after what seemed like a crushing defeat.
I didn't write any of that.

In some stories, the fall of the evil empire is so devastating that no one expected there would be a sequel or continuation. But when the franchise and its bad guys seem to be too popular, they make a sequel with the previous fallen empire as the enemies again.
But since the end of the last game/movie/book was so devastatingly crushing for the aforementioned bad guys, with the complete disappereance of the empire, a convoluted explanation is needed for explaining how the new faction, based on the values of the old empire, came to prominence and specially military hegemony after so devastating loses. Think the New Helghan Republic on Killzone: Shadow Fall, or the First Order in the new Star Wars movies.
Is there a name given for this kind of trope?
