Not necessarily. If they're genuinely polite and pleasant but still determined to commit evil acts, that's Affably Evil. If their niceness or charm is just an act, that's Faux Affably Evil.

We've had discussions about the distinction before. Polite and evil is Affably Evil, people disagree on where the line is drawn to show that politeness is faked.
