A long shot, but the Disney made-for-TV movie Not Quite Human? "Chip" is the name of the android.
mudshark: I don't expect Nate to make sense, really. That would make sense, given that both were made by Disney.
Apparently Not Quite Human is on YouTube in its entirety, along with its sequels. I watched some parts and while I couldn't find a scene where a power cord retracts into the android's pants leg, he does have a power cord stored in his ankle, so it or one of the sequels is probably what I saw being advertised. Thanks!
No problem.

This is a movie or TV show I saw an ad for when I was a kid. As I remember, I had a VHS copy of The Brave Little Toaster, and the show in question was advertised on it, either as part of those trailers they used to put before the actual movie, or because my parents had recorded a broadcast of The Brave Little Toaster and an ad for it got recorded too. I don't know if any of that will help, but should narrow down the time period.
Anyway, in the advertised feature, apparently there was this guy who looked human, but was a robot. I remember scenes where he was unfazed by things that should hurt, like getting slapped by a woman. The woman reacted as if he was made of metal. The scene I remember most clearly is an electrical power cord being retracted into his pants leg, like it does on a vacuum cleaner. For some reason I thought the movie was called "Chips", but I now know C Hi Ps is a show about California bike cops who are decidedly human. Unless it dipped into sci-fi stuff at some point? I've never seen an episode. Anyway, this has been bugging me for years, hope someone can help.
