Saint Tail, maybe? Her outfit could evoke some Cute Witch vibes, and while her hair is more reddish, I could see someone interpreting it as a strawberry blonde.

No, but I think I found it on my own. It was likely Himechan No Ribon.
No, it wasn't Sailor Moon.
I can't remember which series this is and looking through Magical Girl didn't help. It's a 80s or 90s Magical Girl, or possibly Cute Witch, anime where the lead is a blonde girl of around 8-13 years old. I know it wasn't Ririka SOS . It might be Akazukin Chacha but I'm not certain.
