What were the parents exactly like?
his sister older but the design is such that she could be changed as "little"
His father is goofy inventor type and mother is level headed mayor (given the main character is a Mr. Imagination, can't help compare it to Rugrats)
There's a bunch of episodes on youtube and others to see if that matches op's memories

It can't be Dexter's Lab. That show have some useless teachers, but there isn't a school principal character anywhere.
Are you sure it was not the Fairly Oddparents? Sounds much like it.
A principal being a jerk? Doesn't ring a bell. In Fairly OddParents, Mr. Crocker is the one that antagonizes Timmy.
Danny Phantom is in the same style as Fairly Odd Parents, it has some jerk teachers (can't remember if it was the principal specifically), parents who aren't the best, and two best friends, along with some elements that could be considered scary. Danny's a bit older than 10 though, so not sure if this is the one or not.
The principal in Danny Phantom was kind of a jerk, but yeah Danny was a teen, not a little boy.

this sounds (kinda) like jacob two two that’s the only show i know where the principal is sh*t, jacob is 10 as well

I vaguely remember it but it was an animation about a little boy (maybe 10) and it was often set in school where his principal treated him like sh*t and his parents also weren't very good but I think he also had a best friends ( or maybe even two).
I watched it when I was really young I think around 2010-2015 and it played on either KIKA, RIC, TOGGO or Nickelodeon
I honestly don't remember much about it except that I used to get nightmares about it, especially about the stairway in their house/apartment and the hallway of their school.
I also think it was a similar animation style to fairly god parents
