Given that the oni had made a vow to keep evil spirits from ascending from the underground, either Orin tends to restrict herself to evil people's corpses or being burned in the fires of hell makes your spirit evil. Either way, her control of the evil spirits prevents them from leaving the underground. Unless she's plotting something.

I'd imagine she's rather friendly, and takes a rather morbid interest in you ("Juuust out of curiosity, how much do you weigh? Oh, I'm just askin' in case I need to carry you off."), but she doesn't seem the type to attack the living.
Also, I keep having a mental picture of Mima serving detention in the Palace of the Earth Spirits.

I have a message from another time...Satori took control of the Palace and managed it by herself with the help of her pets, keeping it relatively peaceful.
It sounds like keeping the flames at a base level of burn keeps the evil spirits under control since the Celestial Bureaucracy just left a bunch of sinner's souls in the former Hell when they changed it for whatever reason.

Well, they are pets after all. I'd imagine that foremost in their minds is tying to make Satori proud of them by showing that they're doing their jobs really, really well.
First off, I got the impression that she uses the souls as fuel for the blazing fires. To me, that doesn't sound like something you can do and then say "Ok, I've had my fun, you can go have an afterlife now". Didn't it say in some cannon source or other that when the fires get too hot they open a skylight and when they get too low they increase the inflow of souls?
On the other hand, if you want to make her sound less evil, it's possible that the "former" in "former hell" just means that they're not accepting new entries, and it was cheaper or more efficient to let the damned souls already there stay there. In which case it becomes clear what everyone's still doing, although Orin probably hasn't really carted off anyone's soul in a while (she probably just transports them internally). This in contrast to the alternative, which is that without supervision she's going up into the world and carting off any soul she can get her hands on to be sent to what is, in fact, a Hell, just so she can keep the fires going. Sure, there's a lot more evil spirits down there than good ones, but that's just because they're all left over from back when the place was "in use".
Course, it's easier for most fanworks to either ignore it or play it for laughs.
