The reason I like it as a karmic end for Xehanort is that it's 100% self-inflicted. He chose to rip out Demyx's heart and infect him with a copy of himself, knowing that it was in all likelihood an entirely pointless act of cruelty. And then he chose to treat Demyx like garbage and make an active effort to exclude him from the final line-up, which directly lead to no one ever having a reason to fight him.
And, well, being part of Demyx wouldn't actually be a hell if you respected and/or liked Demyx, but if Xehanort did that, he probably wouldn't have done either of the first two things I mentioned.

Kairi...well, Kairi took way too long to get into fighting.
It'd be great if the series was willing to give her her own adventure so she could level up, but that would require caring about her as more than a Macguffin to be saved or a damsel to be rescued, and has been pointed out before, she's clearly an afterthought to everyone involved in the series.

He's got a decade or so of "combat experience" but that experience is in using those dual fire-wheels of his. Which he was training in even as a kid, as shown in BBS. It's his style.
With a sword-like weapon? Axel's a rank amateur. Sure, he's got some solid reflexive muscle memory from a decade of experience but that muscle memory is actually a disadvantage when learning a new weapon. Kairi's actually in a better position for learning to wield a Keyblade! She gets to learn how to swordfight from scratch; Axel has to unlearn all the moves and responses his body's been trained to do pretty much all his life.
It's hard to change martial arts later in life after you're already proficient in one.
EDIT: In a hypothetical world where we somehow do get a Kairi-centric spinoff, I would love for Axel to be one of her supporting teammates. Axel and Kairi have a strange relationship that warrants exploring. Between Xion, Namine, and Kairi herself, Axel's spent a significant portion of his life since Sora showed up hanging out with various Kairis.
- Axel: Hey, I got you some strawberries while I was out.
- Kairi: Oh! I love strawberries!
- Axel: I know! They were always Xion's favorite and... uh....
- Kairi: ...Xion was the one who was my clone, not my Nobody, right?
- Axel: I made this awkward.

New theme music also a boxI'm not surprised. Kairi just seems to be one of those characters where her pre-defined role beats down anything else that could be done with her, even when it doesn't necessarily contradict anything.
Given the chance to have her get kidnapped, or let her be awesome, kidnapping will always win. If she does do something cool, it will be entirely offscreen where you can't see it, while the kidnapping will be right in your face.
Xion isn't bound to that (she was playable in Days wasn't she? I'm not totally clear on that) for some reason. Not that I want her too, but Kairi just seems to have different standards from the other females.

Consequentially, everything she does is written with a mind to preserving her precious, precious waifu status.
It's kind of like how a lot of movies will let Michelle Rodriguez be this uber-buff badass - because she's not the love interest, doesn't need to spend every moment of screentime being an adorable waifu, will not be married off to the hero at the end, and in fact will probably die at some point.
