The description trumps the title, and both of them trump the examples from media, which trump the Troper Tales and Real Life sections.

Not really, your disclaimer is more concise. But I do not think the trope is limited to hitmen.
Dressed to Kill
From the title and the description, I got the impression that this trope was supposed to literally be about someone being both well-dressed AND threatening; that someone was LITERALLY dressed to kill.
But according to the troper tales (one of which I removed) and the real life examples, it doesn't seem that specific at all.
