Question on quote placement

I've noticed that some pages, quotes are put before images instead of after them (ie. In Draco in Leather Pants). Now, I'm kinda compelled to switch them whenever I see them because that format doesn't seem to look very good to me, but I wanted to get some sort of admin opinion or feedback on whether or not I should (or if quotes-before-image are a-ok, if not the recommended page format, and I should just leave them the hell alone).

It's a judgment call. I'd say it doesn't seem like forcing the image down improves things much. If there is going to be an opening quote, the quote should at the left top, but it doesn't need the whole top of the article.
