A society grows great when old men plant trees whose shade they know they will never sit in.I'm sure everyone's aware that the English word evolution has a positive connotation of improvement, even though scientists are often quick to point out that's not true scientifically. Well the same is true for the Japanese word shinka (進化), except even more explicit since the kanji spelling it mean "advancment" and "change". So it's even more likely for the word to get used for something like Pokemon or Digimon transforming because it's a simple, relatively cool-sounding word that gets the idea across that they're changing into something better, more advanced. Even if that's not really the scientific meaning the word, even in Japanese.
And if it changes it'll start an edit war, won't it.

Most of the more organic ones tend to be some other type paired with it or just pure Ice.
Normal dual-types are always a weird concept, in terms of what seperates them from a pure-type of their other typing (outside Normal/Flying of course, which is the default for Flying-types). Some Pokemon have some explanation, Girafarig has the duality element, Bibarel and Diggersby both fit in the early-game Normal-type role while not looking as much their secondary types as most Water or Ground-types, or Sawsbuck is more animal over plant than most Grass-types. Some basically have an extra type added on when they were originally pure Normal, like the Jigglypuff life and Azurill going from Normal to Normal/Fairy, Lopunny and Audino gaining Fighting or Fairy in addition to Normal when they mega evolve, or Alolan Raticate being Dark/Normal instead of pure Dark just because base Raticate is Normal.
But a the recent gens have added a number of Normal dual-types that whose Normal-type is tenuous. There doesn't seem to be reason Pyroar is any more Normal than other Fire-type animals, Drampa is any more Normal than other Dragons, or Oranguru is really more Normal than other Psychic-types, outside maybe them all having plainer color schemes. You could say Heliolisk generating electricity from the sun as a reason it's not pure Electric, or Bewear not having a clear martial arts for why it's not pure Fighting, but there's other Electric and Fighting-types this could apply to that aren't Normal.
So a Normal/Ice-type could be almost anything, but if I was imagine one, I'm thinking it could be a more plain-looking animal, that doesn't have any ice or snow attached to it, and that has a thick fur coat that looks like a human coat. While that's maybe not that different from other Ice-type animals, the human coat-looking fur would would visually give it the look like it's "adding" on the coat to deal with cold enviroments it would otherwise not be used to. Emphasised if it evolves from a pure Normal-type with thin fur.
I think, in the case of special attackers, the Normal type is there not just because the Pokemon is plain, but also because of the Normal Type's association with sound-based moves, in which Normal is basically an unofficial Sound Type. Pyroar and Drampa are part Normal partially because it gives them access to powerful sound-based attacks, which fits their designs and concepts.
Of course, this doesn't apply to everything, since Noivern is Dragon/Flying and not part Normal, but I suspect that's because Dragon and Flying fit it a little bit better, and if Noivern had a third Type, it would be Normal.
So it would be Cinccino then? :P

what do you mean I didn't win, I ate more wet t-shirts than anyone elseNot exactly. Minccino and Cinccino have a cleaning theme, their tails are meant to be feather dusters. Cinccino's has some of its tail wrapped around it, but it's more like a fancy fur scarf.
Had a good Ultra Necrozma battle. Didn't want to Toxic Stall this time. Mimikyu led to Thunder Wave it. Necrozma still outsped it though and didn't let it do anything else. Thankfully it was fully paralyzed against Primeape, letting it Rock Tomb Necrozma twice. That let Togedmaru, Pelipper, and especially Oranguru (thank you Foul Play) chip away at its health before they fainted, leaving it just weak it enough for Incineroar to beat with Malicious Moonsault. All while my Pokemon are in the mid-40s.
