What is the scope of Eccentric Townsfolk? The description makes it seem as if they should always be upbeat and their town idyllic, but can any example of townsfolk being eccentric apply?

Eccentric Townsfolk refers to the people that live within the Quirky Town, whereas Quirky Town is more about the town itself being a bit strange.

Looking at the trope's vague description, I'll guess that the answer to your question is that you're on the right track. Though a single quirky person in town might be an inversion of Only Sane Man, when a significant portion of the townsfolk are a bit odd is when the trope comes into play. Once it encompasses the whole place, then it becomes a Quirky Town.

It's the difference between the town you get in Animal Crossing where there might be a few loopy characters but everything is otherwise "normal," and Saturn Village from Earthbound where everything is loopy, but not harmful in any sense.
