Basically yeah, so specialized that is about all you can do and other, often more basic, things you cant. The Story though needs to point out that weakness though, no fan wank or Fridge whatever allowed.
Such as toughening yourself up to be a real tank but never actually practiced with a sword so you cant hit the broad side of a barn. Or being an extremely powerful mage but all of it only works on undead and the story makes a point that when not fighting undead.

Crippling Overspecialization is that the specialty in question is so narrow that it results in a fundamental weakness. It's not simply that they forgot to multi-train. Imagine bullet cars designed purely for land-speed records, breaking the sound barrier is about all they can do and have no functionality besides that. To diversify your skill includes losing what makes you so powerful. Otherwise it would be Sacrificed Basic Skill for Awesome Training or Min-Maxing.
