My guess is that it's attempting to picture the standard "white guy walks like this" line, but it's not coming across at all. I think this'll need dialogue or at least text to effectively illustrate the routine.

The movie in question shows two black guys dancing, then shows them looking on in disgust when two white people dance in a very stilted, jerking manner. I guess it's hard to get that across in a still image—most other shots from that scene were too blurry.
