Uni catI wouldn't even say Final DLC, just final base newcomer reveals tend to be. It's still YMMV, of course. Bayonetta got a lot of attention because of her M-Rated status(and she's the last one, not Corrin). She made a way bigger splash than Corrin... ironically.
I always against Bayo's inclusion because I rather have Travis instead but after everything was said & done I was really glad she made the cut. The fact that unbelievably fanservice character miraculously made it in was beyond nuts, but I always interpret that as there was pretty much no restriction to a character's inclusion. And then Mai's cameo exclusion happen.
Incredibly unpopular opinion, I still don't think Bayo should low/bottom tier, but I don't exactly know what they could do to make her presentable without being a Tier Induced Scrappy.

I don't think Sakurai or Nintendo actually thought Mai was too fanservicey, but ridiculous age rating systems forced them not to include her.

CERO cared about her underwear showing, not some cleavage. That's the core issue. Changing Mai's design is a very huge disservice to the character, but it's even worse if it's a cameo. That's just not worth getting them to agree to a design change. If she was going to be playable, that's a different story since they need to already do a lot of extra work and animations either way. She wasn't a simple Spirit, either, which she didn't need changes for if she has the right pose. Issue is animations and what can be seen with that.
I'm surprised CERO doesn't really care about cleavage either, but eh. Stuff like upskirts etc. have been a bigger deal for whatever reason. That's how Palutena was censored, more stuff covering her down below. It's why Peach and Zelda wears shorts instead of panties now.
Because Japan has a problem with people taking up-skirt pictures in real life.

Definitely possible, considering he crossed over with Daemon X Machina, but the lack of conversation is probably because there's not as big an overlap between Witcher fans and Smash Bros fans (or at least, people who are fans of both have othet franchises they want first).

Uni catI don't know the exact situation, but it sounds like the same thing as Batman and Spider-Man. The games are popular in their own right and a separate universe but are still ultimately the same thing.
Dracula is public domain and is not comparable.

He's a completely different character in Castlevania and just based upon the original novel character. That's why he got in. The grey area is the fact he's based upon a novel character, and while a different character, Castlevania goes out of the way to tie the book canonically to the series. There is some gray in it. Reality is licensing wasn't an issue. The actual reason for non-game 3rd parties to begin with. This is why it's easy to have Spirits of characters like Abraham Lincoln. No licensing problems. Him being based upon a real person is pretty irrelevant. He's just a game-specific version. And one Nintendo made.
The Witcher games are their own thing, being a game universe, which is definitely a gray area. But it's not gray enough, because the issue isn't the game part, but you still need to license from the novel creators too since it's still their character. That's why games based upon other media don't work. More licensing to do. Doesn't matter if it's a unique game universe or not. If they're tied licensing-wise, it doesn't matter at all. It's still possible he wants to keep non-game characters out on principle, of course. And that's fine too. It's a video game crossover, not an all-media crossover. It could change, but licensing being easy is the only thing that'll make it happen.
Also, Dracula isn't the main character, or playable. Simon and Richter did originate in video games, and Dracula just hitched a ride with them as a boss.

While I myself can't see why it wouldn't be 3rd party it's not like Sakurai cares about patterns before. Although I remember it was Nintendo who decided who should the DLC this time around. At least for the 1st DLC pack.
