I recall Carlos having an accent and being a bit of a flirt but in fairness (so basically a Dashing Hispanic, the trope page even mentions him as an example) it's been years since i've played re3.

He also cracks under pressure in one scene, causing Jill to slap him.

That's if you hit the brakes on the cable car. If you jump out the window, that scene weirdly never happens.

... well... He isn't wrong, Carlos and Steve are clearly designed to be disposable love interests for their respective girl.

Billy being a wanted fugitive disappeared thanks to Becca listing him as dead.

I saw no love or any sexual tension between Jill and Carlos. Unless you're talking about the novel. In game, Carlos does act a bit of a flirt but he mostly drops it quickly. You could count the scene where he is devastated seeing Jill unconscious and infected with the virus, but he seems to drop the act of being worried about her wellbeing the moment he cures her.

Second run through of Resident Evil took me 4.5 hours. I now have RE3 Jill.

I don't find playing this game as quickly as possible to be fun. Taking my time and grabbing as many items as possible is more fun. Horror isn't very suited for fast playstyle imo.

Speed running is for the extra challenge for those looking to do it.

Thinking of the S.D. Perry novels again, I remember that they made a new character that somehow pulled the strings behind the scenes on everything in favor of the protagonists.

As a rule, novelization writers will often try to fill in perceived plot holes, only some of which were ever actually problems with the narrative.
