It depends, some are franchise installments like Star Wars Detours, which was completely finished but not released because Disney bought Star Wars and they shelved it cause it was made by the showrunners of Robot Chicken, would be an example on the work and franchise page.
The ones that eventually did get a release years later do have pages as well.
Can we add new options to the crowner, like renaming Zero-Episode Wonder to a different title?
The assumption is that we will be doing that process next.

By consensus, I don't mean 100% of thread participants, but a majority that thought merging was the best option. This type of crowner is only meant to have one option and is open to people who may not have participated in this thread. We get a wider consensus than just those in the thread.
If it passes, then we'll put up a new crowner for renaming the merged trope IF consensus thinks we need to rename it.
Crowner has been up for five days, and is 12 to 3 in favour of a merge.

Technically, that would be another TRS, or at least another crowner since this one only decides on merging them, not on changing a name.
But given the fact that no one seems to be disagreeing with a name change... wouldn't hurt.

I switched the thread's name. I'm ambivalent about a rename crowner. The Shelf of Movie Languishment seems to have done well enough, but isn't very indicative, so I'll vote in favour of a rename. I haven't seen anyone argue in favour of keeping the name either, so a rename crowner is probably a foregone conclusion in favour of renaming. I'd like a mod fiat saying we can skip that step and go straight to the multiproposition for new names.

In a more general sense this is defined as having been mothballed. Is it in general enough usage to call it a Mothballed Work or Mothballed Project?

That name would be about already airing shows that get canceled instead of shows that were made and didn't get released.
There isn't really a word for ships that get made and finished but never get launched or christened.
Mothballing isn't only used for ships. You can also mothball a project or a plan. And I don't think we have to worry too much about it being it being confused with cancelling a show considering that is usually referred to as "cancelling a show".

We have voted to merge "Zero Episode" into "Shelf", but no-one has created a rename (yes/no) crowner or a rename (select new name) crowner.
Link to TRS threads in project mode here.We're discussing possible names. Votes any type of crowner may well depend on what we come up with, so it's always a good idea to spitball name ideas before setting up a crowner.
I, for one, don't want to give a yes/no vote on renaming until I see some suggestions. If nobody can come up with something better, then we might as well keep the current name. It's not very good, but I'd rather not have to switch to something worse! And not changing the name is certainly less work!
