Chess is the go-to game to cast an image of intellect (so much that The Chessmaster is a trope name), matching with how Norman put too much effort into looking like a perfect hyperintellectual tactician who can do no wrong in front of his subordinates. The goal in chess is to use different pieces with identities and unique movement patterns to take down the opponent's King. Taking down other pieces advisable but not mandatory. Similarly, Norman is always working with named pawns he understands as individuals with identities (so much that his biggest weapon was the clan Geelan personal vendetta) and his operation was to kill only the blue bloods, not mind the masses as casualties but not going out of his way to kill them either.
And now have Peter's go. A much simpler go without the whole intellectual reputation, because Peter doesn't care what he looks like to the pawns, he just wants to get stuff done. All go pieces are uniform blank stones, matching how Peter's operation was manipulating faceless masses. Lastly, the goal in a game of go is to take away enemy pieces by removing all of their liberties until the opponent quits the game.
…This a case where I'm not sure whether the authors really thought that far, but it's brilliant either way.
