Yep, pretty much all of that is misuse. It seems whoever added to that list forgot the distinction between Arch-Enemy and just plain "enemy". It's difficult for a character to have more than one Arch-Enemy to begin with. A bunch of others fall into just straight-up Unknown Rival.
The only characters from that giant list that I could possibly see count are:
- Cersei and Tyrion (debatably, since he's just as adverserial with his father).
- Littlefinger and Varys (the only example I'm absolutely positive on given their personal rivalry and deepseated distaste of each other).
- Robert and Rhaegar (possibly, since we only hear Robert's side of the story).
None of the other character come close to displaying the kind of personal enmity as adversaries that those characters do (well, except for the Clegane brothers, but they only appear onscreen together once). I'd delete all the rest.

You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"Christ, honestly the entire Game Of Thrones character pages need a lot of cleanup.
Every single "Adaptational" trope gets overused to the point that it's "Has done something different than in the books" leading to tons of characters being both an Adaptational Badass and a Wimp, Adaptational Villainy and Heroism, etc.
Foil also gets grossly overused to simply mean a comparison can theoretically be made between the two.

Every child gets compared to every other child on the show, every nobleman is compared to all other noblemen... Most of them ever even met or were compared in any way on the show.
I can handle the clean up of this particular entry myself (Though input is welcome) but I needed to show this to confirm misuse with the other tropers.
