It's a repetition gag. Sometimes unintentional. I don't find the description unclear, especially with a demonstration.

Going by the title alone I would expect this to be the anime Verbal Tic where they must say the word 3 times. Like Kii in Aikatsu who says 'ok ok ok!' but it's not a stutter.

The name is completely unintelligible, and sounds like it refers to someone with multiple titles (like Doctor Barber). And I did a wick check, it has 19 wicks and 167 inbounds.
