Disgusted, but not surprisedWe have no actual idea whether OFA boosts the quirk the owner has. It boosts it once passed on since it's part of OFA at that point and so benefits from the other parts of the quirk. But how that interacts with the quirks the user already has is unknown. That being said, i've long theorized it does. And based on everything we've been explained so far, it should.
It's not clear how exactly OFA absorbs quirks and personalities into itself, but i would find it hard to believe a mere transfer is enough. It fundamentally stockpiles, and based on Nana's explanation, it stockpiles the quirks, powers and intent of the user. So you'd need a while to have the quirk imprint your personality, power etc into it. Once it did that, your quirk is part of it. So your quirk should be boosted by it at that point.
In addition, i would find it most likely if achieving 100% is the mark of mastery.
I don't see why adding overpowered quirks would be a problem. Shoto's quirk would work well, as would Bakugo's or Muscular's. Quirks tend to give some measure of resistance to themselves. Furthermore self-immolation is no more dangerous than self-mushing like with regular OFA. Mirio's is a problem more because it requires extensive control over a difficult-to-control quirk, but once mastered it would basically lead to an untouchable superhero.

So...
- A cute moment at the Midoriya household, feat. Eri's handwriting.
- Comfy Cementoss in a coat.
- Hawks getting chummy with Liberation members. Slidin' Go tries to establish the pecking order and is immediately shot down by Skeptic by virtue of how significant having a No. 2 Hero in their ranks is.
- You'd think MLF would have better coffee at their place.
- Props to Hawks for near-immediately winning Skeptic's (and presumably the rest of old MLA's generals) trust so quickly; already getting outfitted with tech.
- Endeavor holding enough levity to go "Psyche!" on the three (or rather Deku and Bakugo) is not something I expected to see nor like, but here we are. There is progress being made there, but he's still kind of a dick.
- Endeavor's idea of interning these kids is kinda like Hawks's, in that all a prospective intern can do is watch the hero deal with the problem. Tokoyami pulled his weight to impress Hawks, but I expect Endeavor to be much harder to amaze.
- Spooky old wizard villain with a doomsday cult speech; and it just so happens that Hawks is present on the scene as well.
These two weeks will be tough to weather.
grahExcept we've seen that not all people have adequate resistance to their Quirks' negative side effects. Yuga Aoyama and his Navel Laser. Toya and his extra powerful fire Quirk.
Disgusted, but not surprisedYou say that, but it's not like it's ever been implied to enhance his senses, reflexes, or anything like that. "Physical abilities" has always been shown to just mean actual physical strength in the context of OFA.
It's possible that could also apply to Quirks (because that's how Horikoshi wants it to work) and thus we'll see that to be the case with most of the past users, but nothing that's been said unambiguously implies that. My take on the "If Todoroki had it he'd be a super hero" was "Yeah, if he had crazy super strength and fire and ice powers that would be awesome" not that OFA would boost the fire-ice powers.

I would assume the students don't follow their boss 24/7, they could still get jobs like file paperwork (which will inevitably be part of their job) or assist others. Like, i don't think there was ever a rule that they had to follow the head of their agency.

It's said several times That One for All boosts the physical abilities of the bearer. And it is constantly emphasized that a quirk is a physical ability. Ergo, One for All should boost the bearer's original quirk, according to the logic of the story.
