Trolllestia. All over the place. Bird ep, the teacup thing, her attitude with Philomena, hell having her as a pet. Earlier in Swarm, not hard to imagine she knew just what a parapsprite was and was just messing with Twi... yeah everything we've seen shows Tia really like s agood laugh.

I also think it's important to note that the whole "Celestia is a troll" thing was pretty firmly established before Luna was properly introduced. A few people did "Lol what if Celestia was a troll!" jokes during S1, and then when "A Bird in the Hoof" aired, it became much more popular due to it being semi-canon.
Luna might have more canon evidence for being a prankster, but the idea of Celestia being like that was so firmly entrenched by the time that Luna's canon personality was revealed that it stuck.
