Depends on how well it's done, to be sure. It's not necessarily what I want or expect from a sequel either. I'm just saying that, given what happened in the movie, extremist predator terrorists seems like a very realistic outcome. At the very least, I would expect some kind of predator backlash to almost having the entire group publically condemned, even if it's just some kind of advocacy movement.
Agreed on wanting a TV series though. Zootopia has such a perfect setup for one, unlike, say, Tangled.

Weird. It has no other outlet in its "franchise" outside of Nick's cameo in Ralph Breaks The Internet. Not a whole lot to work with.
It's no worse an idea than making an Avatar themed land, which turned out to be surprisingly awesome. (Honestly, I imagine it's actually a significantly better idea, as no one actually goes to Pandora because they loved Avatar so much.)
Honestly, the hardest thing here would probably be logistical. I mean look at this.
Each part of the city has its own climate, topography, and is built at different scales to accommodate the vastly different shapes and sizes of each species, and I'm struggling to imagine who that could be conveyed in real life, especially since the Shanghai park has somewhat limited space.
The other, more obvious issue with the idea is the question of, "What are humans doing in a world completely inhabited by anthropomorphic Animals?''

I see in concept art that they imagine visitors wearing animal hats. So I suppose they likely won't question it and just pretend like they're citizens of Zootopia.

I recall the director mentioning something about introducing birds in one of the potential sequels, so that's likely to be a plot point more than anything else. Maybe have Nick a Judy go to a Zootopia sister-city but populated by avians, leading to a lot of culture shock and whatnot while on a case.
I think it's too early into the franchise to do anything like that. There's still so many unused locations from Zootopia itself that I want to see more of first. But if they ever did go with a plot like that, reptiles would make more sense to me than birds. More similarities, despite some drastic differences, plus I imagine a bird city would be difficult to even traverse for a mammal, let alone do any police work in.
It's my personal headcanon that birds and reptiles are still non-sentient and basically fill the roles mammals would fill in our society. So like, instead of having pet dogs, the citizens in Zootopia would have pet monitor lizards or the like.
If you chose to follow that route, you could use this as an opportunity to explore animal welfare issues, like having Judy and Nick investigate the exotic pet trade or a poaching ring. There's the obvious irony about how animals can mistreat other animals, and maybe they could explore the difference between genuine animal welfare groups and the more fanatical types like PETA.
Then again, maybe that might stray too far from the themes established in the first film, and a sequel should best keep the focus on the social dynamic they've already established.

Don't be too disappointed if it ends up mostly comedic and won't have very strong drama and character arcs.
As long as it's tonally consistent and the characters aren't degraded versions of themselves, then my expectations are fulfilled.

Apparently it'll be a collection of half-hour shorts focusing on a variety of characters, rather than a unified narrative, which I don't mind. Gives us more of a look at the city than what we originally got, and who knows? Nick and Judy may still show up.
Some new info about the spinoff series (source): "Disney is developing a short-form Disney+ show will explore minor characters from Zootopia like Fru Fru (the mouse that Judy Hopps saves from a giant runaway donut), Flash (the sloth at the DMV), and Gazelle’s tiger dancers. It will also feature in-universe reality TV shows like The Real Mousewives of Little Rodentia and So You Think You Can Prance. ZOOTOPIA+ will be co-directed by two people from the Zootopia creative team: animator Trent Correy and writer Josie Trinidad. Zootopia+ will premiere sometime in 2022."

They'll probably still hit the buddy cop notes every once in a while. But I imagine they're probably not budgeted for Jason Bateman on a series basis, and they are still working on a sequel, aren't they? And maybe they don't want to write around his character or use a replacement VA, and maybe he'll still guest. Plus the setting is kind of a playground for animators. Saying it's not only a buddy cop series right off the bat frees up their options a little.
