Porky is played a lot more sympathetically in the Japanese script of Earthbound rather than the unrepentant snotball he is in the English version.
As far as similarities go, Lancer and Porky are both rotund children prone to calling you petty names like "clowns" and "losers" and periodically throwing enemies at you.

I heard about that, but as I recall by the end of the game, Porky is played up as more sinister and speaking a lot more formally when he confronts Ness.
Plus there's also Mother 3 to consider, and Porky is pretty much a Complete Monster there.

He doesn't have to take on all aspects of Porky to be based off him.

She's a character who is super different from Susie.

Maya Fey is a chipper weirdo with the power to summon ghosts. She acts immature for her age and is one REALLY responsible for Phoenix's Kleptomaniac Hero tendencies. She is infamous for ending up a defendant in every game she appears in.

Because there's no way Susie doesn't do crime.
Just as long as it's not every game. I was glad Maya finally returned in one of the more recent games but then they brought that running gag back and still tried to play it seriously and I was like "come on, fuckin really?"
Whats funny is that Susie went form being the Maya Fey sidekick to being one of your clients: a good person despite most evidence pointing out otherwise at a glance.
