Hats aren't obligatory for launching, mate, but it's strongly encouraged to wait for ones. It's not a reason to start a TRS.
Crosswicking however is obligatory, and I'll do it.

The lack of crosswicking was the only problem, and I've fixed it & informed the launching troper that it is necessary to do that.

I don't think "launching with only one hat" is good practice.
I think he should've waited a while until it had at least "5 hats" and until the problems had been weeded out.
I'll request a lock if no other problems are found.

Hmm, with only six examples, I'd say that tossing it back to TRS to get more examples is not out of the question. On the other hand, I don't see any other problems than a mild lack of examples, and it is not few enough to require sending it back to TRS. (Though it's close.)
Creator should probably have it pointed out to him that rushing a launch makes it more likely your trope will languish and not experience Wiki Magic, but I'm neutral here.
I think having a good name, good description, and a decent selection of examples is the important thing. Hats are entirely a secondary issue. I've seen horrible stubs end up with five, and first rate tropes hanging around with only one or two.
