The rights for Danganronpa belong to Spike Chunsoft, not Kodaka. He can't do that anymore.
So I've got one vote for Chihiro, one for Taka, one for Mondo (thanks Dad), one for Hiro (thanks random Redditor whose name I forget) and one for Celeste thanks to That One Assassin on YT, who gave this rather hilarious comment: "Bro why would you want to cause despair by hanging out with chihiro mondo or taka? be like komaeda, the goth pantsu of celeste represents hope". OK, 1: causing despair is my whole intent, hence why I hung out with Sayaka and "Junko"/Mukuro in chapter 1 knowing they were going to die, and 2: Celeste is the next chapter's culprit, You Fool!

Unsure of what the conclusion is, though - the argument put forth by the murderer is that they’re merely the weapon of the person who ordered them to kill, and therefore the latter is the true culprit. Monokuma seems to consider it, but I’m not sure if he would have actually let it slide - either way, it’s determined that the killer actually committed the murder of their own accord, so the point is moot.
Oh God! Natural light!More specifically it was determined that even though the killer saw themselves as a tool, since the person they killed for saw them as a person they did not count as a tool. Even setting that aside, it's almost always been the case that the person who committed the murder was considered the culprit. This includes things like (spoilers for V3) Kaito helping Kokichi commit suicide.
That said, there is a canon example of someone killing under someone else's orders. In V3, Gonta kills Miu because Kokichi told him to and because he's the one who did the killing, he's still the culprit.

Oh God! Natural light!I think the Nagito case pretty much confirms that Monokuma does not care about the circumstances. If you physically did something that caused the death of another person, you murdered them. It was also mentioned in the Celeste case that she needed two victims because Hifumi was the one who murdered Taka.

Part of me expects Death March Club to be a Stealth Prequel to the DR franchise. But then again, Kodaka did say something to the effect of "If you think I'm just doing another Danganronpa game, I've already got you".
