I can deal with monologuing, honestly. That's a shonen staple, and pretty standard fare for a lot of other media too.
The problem is definitely the filler, considering that accounts for, if my sources are correct, 41% of the original series and 42% of Shippuden. (And it was even worse with the former, since we're talking about 220 episodes as opposed to 500.)
