I really like that detail about Angels. They aren't allowed to use their power selflessly. It's a detail that works very well in Dragon Ball, where most of the protagonists have some degree of shittiness to them, some more than others. And also a detail that works well for the narrative, since it gives Whis a legitimate reason for why he can't just solve the plot whenever anything happens.

Who says they can't use their powers selflessly? They just aren't allowed to directly interfere, only guide and make sure their respective God of Destruction is doing their job....which is what Whis would have been doing if he woke Beerus the fuck up and told him to stop Buu. Besides, if they aren't allowed to be selfless (what kind of rule is that anyway) then why did Whis get away with undoing the destruction of Earth?

Them not being allowed to use their powers selfishly makes more sense. That's why Whis stopped Merus from fighting Goku all out.

I can also see the Kais not using Potara because it meant a huge gamble and if they won they would have to stay that way permanently

Also, is there a limit to the number of the Potara Earrings the Kais have?

They can probably just make more with clothes magic.

In other words, the angels are slaves and Merus is completely justified in not wanting to follow angel rule

At most you only worry about a third of them. Wait a second...there used to be 18 universes, and 6 were erased. That's a third. Hmm..I wonder where those angels went

Merus seemed like the only competent fighter in the Galactic Patrol, not gonna lie. Considering how screwed up Universe 7 is, I think it's best he'd stick around with Moro's influence shifting the balance even further.

We don't know. I don't even think the manga mentions there were six other universes, it's a one-off mention in the anime.

All we know is that there was once 18 universes & for whatever reason Zeno wiped out 6 of them.

Frieza's empire is supposed to have 73 planets in it. The fact that there are so few planets with sentient life indicate just how bad things got in Frieza's empire while he was dead.

Luis was shot due to a rental dispute with a tenant. It's quite a sad day for those who have grown up watching the Latin Spanish dub of the series.
