To be clear, Kaioshin didn't recruit the Saiyans. He only used Gohan as bait. After that purpose was fulfilled, he rushed off to follow Yamu without telling the others what was going on, just commenting "I'm going to go find Babidi, you can come if you want." It seems his initial plan was just to solo Babidi and his gang with Kibito in tow as his taxi slash white mage (he didn't know Babidi had taken control of Dabra). But then he saw Dabra was with him, and he didn't really have any other options other than to rely on the guys that followed him.
Then he immediately wasted said energy...

She's an asshole, but she's an asshole who retains a lot of agency and tends to, if not actually drive the plot like in the first arc, be pretty damn helpful more often than not; she has intelligence, gumption, and resources.
Well, I'm a little late here, but Bulma's relevance bounces up and down. That being said, up until recently with the Universe Survival Arc, she's the female that's most likely to do something...but as is often the case, that thing is quickly rendered null and void, leaving her with no role at all very quick.
In the Frieza Arc, they literally blew up the ship that only she could pilot, and she couldn't do a thing but sit around off screen (in the manga).
She tried to lend a lot of help in the Cell Saga with varying results (suggesting they catch Gero before he build the Androids, finding out about Cell, creating a new shut down remote, etcetera).
There's nothing wrong with that either. Considering how uniformly important fighting and Power Levels are, it's nice to see someone who can play a role that's not connected to that at all. Bulma is—as others have stated—an awful person, but she is a BrilliantScientist!
It's very weird though that someone who's role was inspired by the Distressed Dude of Journey to the West tends to be more important than any single female who can throw a punch.

Bulma has been consistently an useful support character. Also the true Greater-Scope Villain but nobody raises an eye for it. All according to cake.
Uni catRelevance doesn't have to mean "doing important stuff", it could just mean being around and getting lines which is a feat for many characters.

But she really is an awful person. She's improved massively since her teenage days, but still.
And she has kinda helped save an entire timeline via sending Trunks back in time.

It’s part of why I think she’s great, she’s unapologetically an asshole but with enough charm and good will that she’s likeable.
Then why is Future Trunks such a nice guy if his parents are a bunch of asshats?
Present Trunks is another story.
