Well, for a dragon, I'd go for some sort of extra toughness and a boosted magical talent, fire and name-based magic might be pertinent fields, but dragons are rather vague in the Dresdenverse, so I guess it's up to you. On the other side of the coin, the character would probably need to follow the Dragon's will, and the power he gained sure as hell doesn't come free.

Alternatively, a dragon emissary could also be a free-willed agent, thus able to do a lot of things the dragon's nature prevents it from. A bit like Harry to Mab in the books.

Description: Tall (2 Meter), not remarkably looking and appearing a bit scatterbrained sometimes, with dark blond hair and Glasses. Wears mostly a simple black cloth Cloak with a Indiana Jones like hat and a Shoulderbag containing reagents, Noteblocks and the like. If flustered he tends to curse and talk in German.
Background: Timotheus, or rather Tim, hails from Germany, to be more specific Freiburg im Breisgau near the Black Forest. His Family has a long history of Scholars and Academics tough he is the first, as far as he knows, to show any talent in Magic. When he was discovered one of the German Wizards offered to teach him and inducted him to Magic and the White Council. After he became a full Wizard he joined the Archivists and Bibliothecaries of the Council, those who care for the collected Lore of Wizardry and Magic. As the new Guy he is thus forced to, for now, walk the Earth (or rather America) and track down lost Tomes and the like, try to collect Data on the experiments done by various Wizards and not get killed.
Abilities/Equipment: Tim is a traditionally trained Wizard with only limited Evocation and Combat abilities. If pressed he will prefer to use Ice and Force against enemies, but he can also throw a resonable good Veil. His proficiency lies at the most in terms of Scholarship. He has a remarkable memory for things he has read and posesses a form of Bibliomancy which allows him to attain a good general overview of the content of a Book, Text and the like (it also works on DVD's and USB Drives, but obviously they are fried afterwards.) How detailed the overview is depends on "complexity" or "gravity" (for want a better term) of the content. For example if he touched a DVD or Novelization of A New Hope he would get the Plot and most details of the Story , but give him a Book on Physics and he would still have to read the appropiate Passages to be able to explain what E=mc2 exaclty means. Affinity with the Content also helps (he gets a bit more form a Magic Book than a Physics Book).
His Foci are an Iron-cased Book in which he has written/drawn a number of Spells, complete with Runes and a small Magic Circle on the Front and Back of the Iron Case for quick and easy use and a long wooden Letteropener as Blasting Rod Equivalent. He also posesses an high pressure Water Pistol, painted to look like a real one, with small runes near the nozzle and barrel which channel Frost (nozzle) and force (barrel) if need be. Instead of a Shield Bracelet he uses Rings on his left Hand, which he can change to shield against what might be useful, ie. he can create a shield with up to 4 things to shield against at the same time. His language of Magic is Faux Quenya and Faux Sindarin or in a pinch German.

- Description: James doesn't look especially different then normal, if a bit short, but when you see him, he seems special, as if he is more important than everyone else. He has red hair and green eyes. He is caucasian.
- Background: James grew up different from others. When others told themselves lies ("Oh! Thats not a vampire, just a man in a costume!", "Don't be silly, werewolves don't exist. That was just a trick of the light!") he didn't. He saw the supernatural around him, and couldn't ignore it. He eventually learned how to lie to himself, and convince himself it wasn't true, but that didn't last long. He soon got attacked by a small group of Black Court Vampires, but he was able to fend them off long enough with naught but a cross that he was saved by a wizard. This experience changed him. No longer did he lie to himself, but returned to the state of brutal self-honesty. He became determined to never be helpless again, and to make sure that no one else was helpless either. To achieve that end, he learned the basics of fighting, and earned a host of contacts amongst the supernatural. His goal being the eventual creation of a shadow empire of supernatural creatures and wizards powerful enough to gain a place in the Unseelie Accords.
- Abilities/Equipment: James is moderately skillful with the rapier, but his true skills lie elsewhere. He has great knowledge of the supernatural, and a host of contacts including members of the White Council, White Court, Winter Court, Summer Court, Tylwyth Teg, Ordo Lebes, Fellowship of Saint Giles (if its still around at the point we are at). and the The Venatori Umbrorum. He is quite intelligent and manipulative. He has a couple of followers amongst the Little Folk and the occasional Changeling. He is extremely observant and has an eidetic memory.

Description: Black hair, dark skin, 6' even, 190lbs, athletic yet toned build, short hair, light beard
Background: Born year 1400 in Constantinople to a human(Noble) father and a Demon(courtesan) mother, he was eventually abandoned until taken in by a blacksmith. Under his adoptive fathers tutelage, he became a competent blacksmith by his early teens; though he never seemed to gain satisfaction from his trade. At 18 he said goodbye and decided to carve his own path in the world; using his abilities to his advantage, he hired himself out as a freelance bodyguard, mercenary, assassin; anything to keep clothes on his back and food in his belly.
His worked allowed him to travel the world on his employers expense, and he used the opportunities to engage with new cultures and learn local languages and customs. This continued for centuries, before he came to reside in America; a country that was just starting out on it's own. Using his combat experience to his advantage, he has fought in ever war his country has been in since WW 1, as well as some that they weren't involved in.
He's currently located in NYC, where he makes his living as a bodyguard to those that need and can afford him; assassination's cost extra.
Currently unaffiliated with any of the Supernatural nations, though he does retain a purely professional relationship with most of them, mainly due to them contracting him for work throughout the years.
Abilities/Equipment: Half-Demon heritage gives him abilities that far outclass any human. Speed, strength, stamina, agility, and regeneration are all enhanced; able to physically go toe to to with most supernatural entities. Immune to most poisons and diseases.
Originally cared a sword, but has moved on to firearms ever since the implementation of gunpowder. Generally carries a M-4 carbine as primary weapon, Glock 30 as a sidearm, and a Nepalese khukri as his personal edged weapon. Attachments and additional gear are mission specific.
