How about this? The punishments she gives for disobeying her are things that are incredibly irritating and just plain odd.

Yeah. It wouldn't be a stretch to say that she was immoral. She's a ninja being trained in a region that is bereft of such ideals. It'd be perfectly natural for her to follow (or make up) her own set of rules that contradict society's.
Making her evil just kinda shows that Koga's a bad father. >_>
