I'd crack jokes about conspiracy theorists and x-files and such. But honestly for all we know the X-Files is totally true in universe.

A 'capo' is a rank in the mafia, one that typically has control of a team or subgroup. Or something like that, I'm running off Wikipedia and Jojos Bizarre Adventure.
