There's also Crusadia, whose links gain ATK from the monsters they point to (and Maximus being damage modification on top of that) and Borrelsword Dragon which can get more ATK and a second attack by switching another monster to defense position. But those are due to their innate effects.
Noble Knights are built to have synergy with equips, which tend to be on the stat boosting side, so Magnum Shield, Mage Power and United We Stand (and possibly the continuous spell The A. Forces) might work. Most of their monsters are also LIGHT and Level 4 so Honest and Utopia the Lightning are also useful there.

I think Cyber Dragons just use Sieger for their ATK manipulation.

If I'd made a Cy Dra deck I'd try to get a Underclock+Sieger on board, make it look like they are leeching 2100 ATK from the opponent's monsters.

Having playtested Great General over on Dueling-Nexus, I can confirm...
...he is absolutely, soul-crushingly busted.
I use a 44 or 45 card deck, and in the first two games since getting him, I've done the Rhongo Bongo lock, and in one case I also Gumblar'd the poor guy out of two cards.
If you thought Firelol Dragon was bad, just wait until you're staring down a 7 material Rhongomiant.
I also main 3 Called by the Grave, because I'm not in the business of taking any chances.

BTW, Shonen Jump's next (and final) promo cards are the retrains of RED MD, Judgment Dragon, Trishula and DAD.And after those four the gap between TCG and OCG grows wider. On the bright side, the gap between NA and the rest of the TCG territories will eventually shrink (Manga promos are still a thing so far).

I don't think attack manipulation is something to dedicate a deck around, but Cyber Dragon can go for Limiter Removal, Power Bond, Chimeratech, Honest, and Utopia for all your fat ATK needs.
