"I should think that's love" strikes me as the most accurate translation. It's true that the "-ou" form is used to express volition in most cases, but in common use "darou" (plain form of "deshou") and "deshou" often express that one's not entirely certain about the statement (or perhaps is, but doesn't want to be aggressive in making it). The reason that I've written the translation as so is because in English the word "should" is used in a similar way in the expression "I should think so" and other contexts which express a supposition, while it is also used for volition. I thought it was a nice overlap, but for meaning alone "I guess/suppose that's love" work just as well.
