You can already change custom moves as it is, just between a specific class. This could just make it so you can toggle to one custom move layout that doesn't have that artificial distinction, but sets it a specific way.

The sad, REAL American dichotomyBecause each Mii Fighter variant is considered its own fighter, mixing and matching moves would essentially be creating a new one, which, it bears repeating, defeats the purpose of what is obviously meant to be a low-effort way to represent characters.
It would also mean that it's more than a cosmetic costume but a unique gameplay configuration that you have to pay for, and that's not what the outfits are supposed to be. They're not DLC characters.

Bomberman specific: exactly 1 specially assigned layout from the 36 options above, set by the game. Nothing more.
"36 total custom moves" is misleading wording. The three types of Mii Fighter are separate characters. It's like asking for Mario's purple-and-yellow palette to paste one of Wario's specials onto him.

Trans rights are human rights.It's not disingenuous, it's accurate. There are 36 custom moves, split between 3 fighters and 4 slots. Reassigning would just mean that for one specific layout, Bomberman (for example) could do this, instead of this.
It's not the same as a full character. Hell, Mii Costume headgear already isn't locked to a specific class.
It's just setting it so that a couple of costumes, not even all of them, have one specific layout available. It's not redesigning all of Mii Fighters, and it's not making a free for all of move options.

Trans rights are human rights.Yeah, honestly, the Mii Fighters are all different characters, almost none of the other's custom moves would work on them. You'd have to do some crazy balancing to make all of them work, and some new animation edits to make them flow, and at that point, it's just not worth the effort.
It definitely sounds interesting, to be fair, but it would seriously mess up the whole flow of Mii Fighters.
Also, if costumes gave special attacks, then wouldn't it be borderline pay to win?

They were also going to run a modded version of Melee and Ultimate (or run Slippi over it or something. I've been hearing it's a shell program or something, but it's still something that alters the game in a manner akin to modding). They were approached on the matter beforehand, but were issued a C&D when they wouldnt abdicate that set-up.

Mega Man fanatic extraordinaireI think past that it's also blown up further due to tournament organizers piping up about Nintendo's general Executive Meddling attitude towards the scene with the usual eSport sponsor groups like Red Bull or Twitch being unable to set stuff up for the Smash scene due to Nintendo's nintendencies to not be cooperative on that front.
That's the gist I've gathered, at least.

That's not true, Brawler & Swordsman already have a move they share together which is naturally the Counter. I would like to have the option for my Brawler to have the option to have more ki projectile moves like Mario & Ryu instead of skeet ball. If Samus & Lucario can both have Charged Shots then I don't see why the Brawler can't either. The only reason why I don't see this happening is that they don't want to put the effort into animating it.
Also, balancing wouldn't even be an issue. The Mii Fighters are consistently low to bottom tiers so if anything else, more people would care about them getting more options to improve the characters.
Unless Sword Fighter has 2 counters (I forget), they don't share moves.
Brawler's counter doesn't function like a normal counter, it's basically a throw that only reacts to melee attacks.
