There is the fact that these killing were a treason, but in my very own opinion, I just think Baddack isn't reacting like a real Saiyan there. This movie is the start of a series of stories to show good Saiyans, something that I think Toriyama didn't intend at first. Vegeta and Raditz were terrible assholes, and the Saiyans were created to be monsters, "worse than Piccolo".

First off, it's interesting that he specifies Raditz and Vegeta, because Nappa, as barbaric and brutal as he is to the Z Warriors, and as much as he is a bloodthirsty, battle-obssessed monster, he's also the most moral of the Saiyans in the Saiyan Saga? Besides Goku and Gohan, I mean.
Like, he initially assumes that when he and Vegeta get the Dragon Balls they will bring Raditz back, is surprised and uncomfortable (in the anime, anyway) when Vegeta says otherwise, and is shocked, infuriated, horrified and betrayed when Vegeta kills him.
There's an. Honor. To Nappa, at least to his fellow Saiyans. Camaraderie. He calls Kakarot a traitor. Seems personally hurt and offended by that betrayal.
Vegeta and Raditz were both kids when Planet Vegeta got blown up, so how much they would really know about it is. Questionable. Like, I'm an adult almost 40 and even I don't know literally everything there is to possibly know about Earth and humans.
And in psychology and neurobiology, there's a documented thing where psychological trauma and loss actually change the brain, on a cellular, electrical, chemical level, especially the younger that trauma is experienced.
It's a whole thing with child soldiers. And Vegeta and Raditz were that, and also lost their entire planet at a very young age.
Judging all Saiyans ever based on them might make narrative sense, but not social or biological or psychological.

I always figured that the point of the scene was to show that Vegeta was an evil fucker even among other Saiyans. He says Nappa wouldn't have wanted to live if he couldn't fight and that it was a disgrace like these were norms of Saiyan culture, but he seemed pretty shocked and betrayed by the fact that Vegeta murdered him. If Raditz was as ruthless as Vegeta, he would have just murdered Goku on sight, but instead he gave him multiple chances to join him instead. Even compared to the other Saiyans, who were barbarians, Vegeta was straight-up evil. Judging the entire race by the standard of Saiyan Saga Vegeta's character ignores literally the entire point of said character.
