I don't think so, cause I don't think he would've introduce Ashley if that was the case. In a friend group that is very accepting of LGBT folks, (almost to the point that some of their comments feel like they come from different characters because of the Values Dissonance and the short timeline this must have happened in) I think Dan would write these two as a couple completely and his friends would be accepting, with Justin maybe feeling some sort of way.
All these characters feel very different than they did 20 years ago, and not just because of character development. Tedd I feel, is just the most drastically different.

The sketchbook is cute and all, but it doesn't seem like something Elliot would be totally cool with in school. Given his current characterization made him reluctant for intimate PDA or even to think about sex,(though not in really early comics with him, Sarah and Nanase. Where he was making out in public, fine with Sarah on his shoulders at movies before they were dating and he and Nanase kissed after every match). Now that kiss on cheek wouldn't be sexual but it would probably make him uncomfortable so I can see why Dan didn't include it in main story. Also he might feel it would be not cool to Ashley.
