Eh...the Master's not really that innovative of a concept. He's basically just Moriarty. Only reason he persisted as long as he did was by sheer force of his actors' charisma.
...that seems to be true of a lot of Dicks' characters, actually.
Maybe you'd be less disappointed if you stopped expecting things to be Carmen Sandiego movies.

The only reason I watched that story was because it was the prequel to a pony fanfic. The Beast's much more interesting there. Here, he's so bog-standard-cartoonish evil he doesn't even make it to So Okay, It's Average and just leaves things at So Bad It's Boring...

He's probably as far flung from Moff and RTD you could probably get. Dicks valued plot consistency and pacing above all else.
