Yes. In fact there are two differences. Unstable has a longer "a" and the stress on the middle syllable, constable has a shorter "a" and the stress on the first syllable.
And I've been favouring the "rhymes with constable" version. As noted above, his is British after all.

Gil evidently didn't know about Higgs until the latter man saved the Baron following the Battle of Sturmhalten. So there's no reason for Wooster to have known him from that direction.
