Disgusted, but not surprisedThe mixing of flesh and metal in the bodies of her worshipful adherents would be rather Phyrexian, although she would have taken them along the full conversion cyborgs path in the other direction. And I at least think there was some parallel with loving certain forms of experience that you could scooch into a parallel with "She's given us an ocean"?
Although frankly the main problem with Phyrexia was the bit where it was forced on people who didn't want to be transhuman monstrosities and mind controlled them until they did, and I feel like even Kat at her potential worst wouldn't have gone that-a-ways. Although maybe the Seraphs would have forced it on any "heretic" robots...

And that potential seems much more Phyrexian than SHODAN to me as well. Aesthetically, the raw metal look is closer to them than SHODAN's digital and circuitry. Additionally, even at her worst I feel Kat would still be going closer to "free transcendence for everybody!" while SHODAN was only in it for her own bid for godhood.
I go with SHODAN more because Kat's being revered as a machine goddess and SHODAN was basically a warped take on mother deities, particularly in the second game, with The Many calling her Machine Mother.
