She's a beautiful woman created by a Mad Scientist who was trying to create improvements on humanity. She emanates a mysterious force that causes most people to be repulsed by her, or to hate and fear her, even though they have no rational reason to do so, but that also causes some people to be very attracted to her. She travels around, having adventures, trying to achieve some semblance of a normal life, to become human, in other words. She has electrical powers. It all fits.
