The entity who killed Rick C-137's Diane and Beth merely disguised itself as a Rick.
It originates from outside the Central Finite Curve and they did so precisely so Rick would build it.- The reason? To protect the less intelligent versions of Rick outside it.

The identity of the Rick who killed C-137's Diane and Beth
The reason Rick C-137 never found the Rick who killed his wife and daughter is because that Rick was not from a different part of the multiverse, he was from a different time in the same universe. Rick C-137, for some unknown reason, travelled back in time to kill Diane and Beth, ensuring the progression of the Rick we've come to know through the course of the series. Bootstrap paradoxes be damned.- Jossed. The Rick who killed Rick C-137's family is the actual Rick C-137 (called Rick Prime in lore). Rick C-137 is a totally different Rick who camped out in the C-137 universe so he could hunt for Rick Prime.
The Central Finite Curve wasn't just built out of pride.
It was also made out of fear. The Central Finite Curve is meant to separate universes where Rick is The Ace from universes where he isn't, out of a sense of maintaining their own superiority. However it's also there to protect the Ricks from forces they cannot overcome and things they cannot understand. Evil Morty may be free from Rick, but he's left the sea to an ocean that can swallow him whole.- Which makes one wonder about that Lovecraftian monster in the opening credits...
The Current Citadel was formed by Ricks who lost their Diane’s and Beth’s
- Memory Rick implied that losing their wife and daughter wasn’t unique to our Rick. After Rick killed the previous council he formed one with Ricks who hated them as much has he did which fueled his disappointment and hatred of them when they became just like the previous council.
Beth is the daughter of the Rick that murdered Rick C-137's Beth and her mother
- This episode reveals that, after losing his Beth and her mother to a rogue Rick and giving up on his Roaring Rampage of Revenge, "our" Rick merely adopted the main series Beth, taking the place of her own absentee Rick. While he had already slaughtered countless Ricks in his pursuit (and thus, she could be the daughter of any number of Ricks), it would make poetic sense if the Beth he adopted was the daughter of the Rick he had been hunting, after she had been abandoned by him. Given that the rogue Rick was evidently unimpressed with C-137's desire to be a family man, it makes sense he himself would have likely had no problem abandoning his own family, and with such a callous dickhole of a Rick as her father, it would certainly explain Beth's many hang-ups.

- Semi-confirmed. The original Beth from the croneberged universe was that Beth. When Rick and Morty hopped to a new universe, they lost that Beth, and she died when the Council of Ricks froze her and Summer. However, Rick did camp the crapper of Rick Prime (the actual Rick C-137) so he could hunt and kill the man who killed his family.
