The planet didn't explode.
The planet we see exploding at the end of the first Rat Movie was another planet, unrelated to the one featured throughout the movie. It was just another planet assimilated and destroyed by the Cat Police's crusade. The appearance of the cat-UFO subtly showed that the Cat Police were the ones responsible, and it was all Foreshadowing to the coming reveal of their true nature in Rat Movie 2.
The Fat Cop and the Clown are the same person.
Besides the fact that they both use the same model, Bongo, the two share a similar voice. The Clown also wears a blue hat that highly resembles the Fat Cop's police cap. It's possible that he left the force to pursue his life-long dream of becoming a clown.
