In the animated series Papyrus is of Hykso descent.

That would explain why Papyrus's Semitic appearance differs quite a bit from the Egyptian appearance of Théti, the pharaoh, and the rest of the cast. Furthermore, the story takes in the New Egyptian Empire, which is after the Hyksos period of Egypt.
